Along these lines Nick Skytland recently Twittered that he wishes NASA offered stock options (http://twitter.com/skytland/status/996694987)! :) Not in the cards, but in general I do think that out of the box thinking is well warranted at this unique time I think. Let's come up with some crazy ideas-- one of them might just be a novel solution. Very interesting thought Kathleen– specific ideas about how to do that? If you have not, you may want to consider the current financial system, which I understand requires a WBS number to be billed to for almost all activities. In addition to performance review incentives, the NASA internal financial incentives may need to reconsidered, and opened up...allowing for a reboot of a culture of collaboration and intellectual freedom.
